History of Solana Beach Community Choice Energy Exploration:
Solana Beach has been exploring Community Choice for several years. The City Council first placed the researching of CCA in the Council Work Plan in Fiscal Year 2012/13, and made it a “Priority Issue” the following year.
In May 2014, the City Council voted unanimously to support sending a letter in opposition to AB2145, which would have placed severe obstacles to the formation of local Community Choice programs in California.
In January 2015, the City Council passed a resolution of support to continue studying the feasibility of Community Choice Energy.
In May 2016, the Council received the final Technical Report that demonstrated that a Community Choice Energy program, either through a public/private partnership or a regional Community Choice Energy Program through Joint Powers Authority (JPA) can be feasible for Solana Beach.
