Highlights
Lowering Energy Bills and Expanding Clean Energy Solutions

We mobilized our communities and urged local and state leaders to support groundbreaking state legislation to cut energy costs and hold monopoly utility companies accountable. Our families are playing defense, struggling to make ends meet while energy bills skyrocket and utility companies rake in record profits. For far too long, this has been the status quo. In 2025, we began changing the rules of the game. A package of state bills to cut energy costs and cap utility profits, the ‘Lower Your Bills plan,’ was finally on the table. Communities have been demanding reforms like these for decades, yet slow policy inertia and a broken, profit-first energy system stalled progress. The consequences are apparent. Nearly 25% of ratepayers are behind on their energy bills, often forced to choose between keeping the lights on and putting food on the table. We sent a clear message to Sacramento: families can’t afford to wait any longer. Climate Action Campaign mobilized four local governments — San Diego County, the City of San Diego, Buena Park, and National City — to pass resolutions supporting the ‘Lower Your Bills plan.’ This steady, local pressure from the state’s second-largest jurisdictions shifted the narrative in Sacramento. Governor Newsom signed reforms that limit utility profits from safety upgrades, ban the use of ratepayer dollars for lobbying, tighten oversight of wildfire spending, and use public financing to prevent rate spikes. Together, these changes represent a significant step toward accountability and fairness for California families.
Creating Healthy Schools Free From Pollution

We won commitments from Carlsbad and Vista Unified School Districts to transition to all-electric energy systems. With these districts joining San Diego Unified and Sweetwater Union High School Districts, a total of 187,000 students will now benefit from cleaner, healthier learning environments. We partnered with students in both districts as they urged their school boards to pass resolutions transitioning classrooms and vehicles to all-electric systems. Students and faculty spend over six hours a day in school, yet the gas appliances in these buildings are harming their health. From increased absenteeism to asthma, students are experiencing the impacts of dirty air firsthand. By advocating for stronger protections, students were clear that action was nonnegotiable. These resolutions make schools safer, healthier places to learn while prioritizing a green curriculum that includes climate education and introductions to clean-energy career pathways. Change happens in the classroom, and a better future begins with our youth.
Supporting Strong Clean Air Protections

We launched a new fellowship program to equip youth with the advocacy tools they need to defend and advance clean air protections. We welcomed 15 incredible Climate Champions organizing to protect clean air for 17 million Southern California residents. These students represent eight Southern California campuses, including the University of Southern California, CSU Long Beach, Fullerton College, UC Irvine, UC Riverside, UCLA, the Claremont Colleges, and Loma Linda University. From building campus coalitions and passing student government resolutions to delivering public comment at the Air Quality Management District, these Climate Champions are leading the charge toward a clean-air, climate-safe future. | 10 Years of Impact
In 2015, a vision was set for Climate Action Campaign to serve as a policy shop and a watchdog, ensuring the City of San Diego’s best-in-class Climate Action Plan became a reality.
2025 is another milestone year for CAC as we mark 10 years of advancing climate action, equity, and justice. In the last decade, our team has transformed the Southern California political landscape, winning crucial protections for the people and places we love.

2015
First Climate Action Plan: The City of San Diego adopted a groundbreaking, legally-binding 100% clean energy Climate Action Plan (CAP). As one of the most ambitious in the nation, this move set a national precedent.
2016
Holding Leaders Accountable: We launched our first Climate Action Plan (CAP) Report Card, a powerful accountability tool measuring cities’ progress on climate commitments. Our advocacy has since led to 94% of San Diego cities and 18% of Orange County cities adopting a CAP.
We successfully stopped a ballot measure that would have expanded freeways and highways and promoted sprawl development across the region.


2017
Community Choice Energy: Solana Beach becomes the first city in San Diego County to approve a Community Choice Energy (CCE) program, paving the way for local, clean, and affordable energy options.
2018
Senate Recognition and Expansion: Our Executive Director, Nicole Capretz, is appointed to the California Strategic Growth Council, ensuring San Diego secures critical funding for projects that advance affordable housing, equity, and sustainable transit.
Our team also grew, and we expanded our efforts to Orange County!


2019
Transit Speeds Ahead: The MTS El Cajon Boulevard Busway pilot brings 3 miles of bus-only lanes to improve efficiency and accessibility. Meanwhile, 2 miles of protected bike lanes on 30th Street begin construction, making active transportation safer and easier.
2020
Community Coalition: The San Diego Green New Deal Alliance launches, uniting environmental, labor, and community groups to push for bold climate action rooted in justice and equity.

Energy Choice Takes Off: Community Choice Energy takes off! San Diego Community Power (SDCP) and Clean Energy Alliance (CEA) begin delivering clean, affordable energy to residents and businesses.
2022
Orange County Expansion: Our Orange County advocacy expands! Orange County Climate Coalition (OCCC) launches, building grassroots power for climate action. Orange County Power Authority (OCPA) also begins operations, bringing CCE to more communities.
